1. Go to your Admin > Settings > Shipping and delivery
2. At "Delivery methods at checkout" > CUSTOM SHIPPING RATES, click "Create new profile"
3. Create Free Shipping Profile then click "Add rate"
4. Set up conditions for Free shipping
